The speed of the water surface is much less than the water speed at the outlet as shown in below figure.

We know that,

P1 = Pressure at top of the tank.
V1 = Velocity at top of the tank
P = specific weight of water
g = acceleration due to gravity
Z1 = height of the tank.
P2 = pressure at outlet of the tank
V2 = velocity at top of outlet of the tank
Z2 = height at outlet of the tank.
Since the surface velocity is much less the water speed at the outlet the surface velocity of water is zero.
Pressure at the outlet is zero because the outlet of the tank is open to the atmosphere.
