1.The highlighted problem is failure to record data or important information. In the judicial system ,keeping records of previous misbehaviours is essential. If the system failed to record this information in the database, there can be horrible consequences. In this sense , If the Air Force had followed protocol , Kelley's criminal history would have been recorded in the Interstate Identification Index and would in turn have surfaced in the National Instant Criminal Background check system known as NICS . Kelley Killed more than two dozens people in November 2017 in the worst mass shooting in Texas history.He died of an apparent self-inflicted gunshot wound, The problem in this caseis that kelley has a known record of domestic violence . Under Federal law his conviction disqualified him from legally possessing a fire arm. But there was an apparent beak down ingetting information about his conviction to the prope rfederal data base . This is very critical problem as an intial information indicates that kelleys domestic violence was not entered into the National Criminal Information Center databse by the Air Force Base Office of Special Investigations. Federal law prohibited him from buying or possessing firearms after this conviction . There was a large gaps present in communication in betwen Justice department and military which eventually created blind spot in background checks of veteransalowing those barred from possesing weapons to get clearance . They also believed that failure of Kalley more likely reflected a systematic flaw rather than one time miss .
2.Management :-
Air force didn't manage perfectly well , infact it did not inform federal authorities about the domestic violenece conviction which should have prevented Kelley from buying fire arms,. Also the NICS record keeping was properly not maintained which resulted in such a huge disaster . There were communication management gaps between NICS and judicial department too which lead to such a huge diaster
Organization :
Organization failed to collect domestic abuse records for background checks since having incomplete or mssing criminal histories make it harder to determine if someone should be banned from obtaining gun . After such a huge diaster organization has given a chance to GAO to focus on reporting state and local authorities .They took a decision that federal law requires federal departments including military branches to notify the justice department atleast quarterly about any records thet find it disqualified
Technology :
Since NICS has not maintained proper record keeping, therefore a proper database is to be designed to store and process the data and also the data should be properly secured by some good technologies like block chain and etc. Major problems have seen such as maintaining federal criminal databses which generally rely on primirarily on accurate and complete reporting by local and state agencies . also Justice department also reported that states failed to transmit most of their active arrest warrents from their own database into federal system and neglect to update records which is condemnable . Even many states were using paper files rather than cutting edge technologies to store the data and process the data upon need. So proper database it to be maintained where one should enter the data which should be monitored if states are updating or not which helps in getting processed the data in future needs
3.Social: Incomplete records contribute to national tragedies and this is what people mightthink when walking on the street. A failure caused by their own recordkeeping systemsand databases can get people killed, misjudged in their cases, etc. People believe thatuntil national recordkeeping databases provide the resources and garner the supportnecessary to improve the availability and completeness of record information(particularly criminal history) all background checks dependent on these same records,will experience gaps resulting in potentially disastrous consequences.
Political: Some records never make it into the databases, and others are incomplete orunclear.Incomplete record systems that the current National Instant CriminalBackground Check System (NICS) gun check, and national security backgroundinvestigation programs depend on, frequently impacts the reliability and quality of theapproval and adjudicative process, resulting in wrongly, giving people access to guns andnational security information. In the end, incomplete recordkeeping also affectsgovernment regulations about what to record on the NICS.
